Protection of personal data in the context of the move toward the digitalization of elections in Algeria

Algeria is striving toward the digitalization of elections, an inevitable step toward modernization. The initial stages of this process began with the digitization of electoral lists and candidate endorsement forms as part of a broader effort to apply digital technologies across all phases of the electoral process, particularly the submission of candidacy files and electronic voting. This transition requires the use of modern technological tools and significant investment in infrastructure and cybersecurity, especially given the circulation of personal data belonging to individuals, notably voters. Although Law No. 18--07 on the protection of personal data contributes to safeguarding voters' information, it remains a general legal framework. Therefore, it is necessary to explicitly incorporate detailed provisions on data protection within the Electoral Law itself to ensure consideration of the specific sensitivities inherent in the electoral process.
